Peruvian President Boluarte Ousted; Next Target, Chancay Port
Oct. 13—Peruvian President Dina Boluarte was ousted from office in the early hours of Oct. 10, in a cold coup d’état disguised as a corruption and crime destabilization, orchestrated by London and British assets in Washington. Boluarte has been in the cross-hairs, especially since the Nov. 14, 2024 inauguration of the Chancay mega-port, which was jointly built by Peru and China, and which was the first of a major series of Belt and Road Initiative projects designed to bring all of South America into the infrastructure boom underway in the Global South.
The Boluarte government’s failure to stop a (very real) crime wave in the country was used as the pretext for a Congressional vote ousting her, charging her with “ongoing moral incapacity.” She was replaced by José Jerí, the head of the Congress, who called for new presidential elections in April 2026, the scheduled end of Boluarte’s term.
Chancay will be immediately targeted, as will the proposed Bi-oceanic Railway crossing South America from Brazil on the Atlantic, to Chancay Port in Peru on the Pacific. President Boluarte reported a few days after meeting Sept. 23 with Brazilian President Luiz Inácio Lula da Silva on the sidelines of the UN General Assembly meeting, that the two had agreed to hold a bilateral meeting on how “uniting Peru and Brazil, the Pacific and Atlantic, by rail,” EFE reported.
In early November 2024, a week before the port was formally inaugurated, U.S. Army War College hit-man Evan Ellis published a lengthy diatribe on the “Military Implication [of Chancay Port] in a Time of War.” EIR wrote of Ellis’s paper on Nov. 29, 2024: “This lengthy paper specifically names as ‘strategic risks,’ the port’s role as ‘a cornerstone to [Peru’s] economic development,’ and Chinese discussion of ‘a number of different Atlantic-to-Pacific rail, road and other connections, including the “Twin-Oceans” project.’ Ellis twice suggests that officials approving the contracts likely received ‘direct or indirect personal benefits,’ an obvious call for ‘anti-corruption’ investigations to be concocted to overthrow the Boluarte government, take the port’s operations out of the hands of COSCO, and reduce it to a typical colonial ‘mine to port’ which would not threaten U.S. hegemony.”
Sources in Secretary of State Marco Rubio, who has made it his personal mission to clear the hemisphere of Chinese/Russia/BRICS influence, State Department report that Rubio stupidly sees the rail and port projects as a challenge to U.S. hegemony in its own backyard. These sources say that the Cuban emigre Rubio is also behind the push for renewed confrontation with Venezuela and has mis-briefed President Donald Trump on the threat of alleged drug cartel connections to its president Nicolas Maduro, who has actually fought the cartels.
