Rubio Sucks Trump into His Cuban Nightmare
Feb. 1—Secretary of State Marco Rubio has succeeded in sucking President Donald Trump into joining his crusade to defeat the Cuban Revolution of 1959, and topple the government still run by Fidel Castro's communist party.
Rubio, a Cuban émigré whose political career has been made from Florida by the so‑called “gusano” community, the people who Castro expelled from Cuba for their connections to the corrupt exploiters of Meyer Lansky’s mafia, the sugar and banana cartels, and others who looted the Cuban people, and who were allied to U.S. government interests. But despite brutal sanctions for more than 75 years, and continued efforts to overthrow its government, Cuba has survived. Now, Rubio has anointed himself Cuba’s “liberator,” responding with smug pride to Trump’s joking statement that he soon assume another job, as President of Cuba.
Executive Order 29 and the Push for a Blockade
Sources close to the White House say that Rubio was the key draftsman of Trump’s Executive Order 29, which effectively sets up a blockade of Cuba, preventing any trade, especially shipments of needed fuel oil, intending to destroy the Cuban economy and force the overthrow of the Cuban government. The sources say that Rubio wants to create conditions similar to complete blockade the Butcher of Gaza, Israeli Prime Minister Benjamin “Bibi” Netanyahu, imposed on Gaza and the Palestinian people.
Accurate statistics are hard to come by, but Kpler reports that in 2025 Cuba daily consumed about 112,000 bpd of oil, of which they produced only 50,000 bpd or so domestically. The remainder was imported from Mexico (44% of total imports), Venezuela (25%), Russia (15%), and a tiny bit from Algeria. But in 2026, Venezuelan shipments are at zero, as the U.S. has seized control of its oil, and now Trump’s intention is to stop Mexico’s exports of oil to Cuba.
This means that Cuba will be forced to survive on less than half the oil it normally consumes.
Mexico Caught Between Pressure and Principle
Mexican President Claudia Sheinbaum is being put in a total vice by the White House Executive Order—which is, in part, its intent. Mexico’s traditional policy of maintaining diplomatic relations and normal trade with Cuba over decades is a very big deal for Mexico, across the political spectrum, and will not be easily abandoned. On the other hand, Trump is threatening tariffs against Mexico, pulling the plug on the USMCA (the US‑Mexico‑Canada free trade agreement, which Trump had negotiated to replace NAFTA and which is being renegotiated later this year), not to mention the threatened U.S. military strikes into Mexico, supposedly against the drug cartels.
There have been press reports that Sheinbaum has agreed to cut off oil shipments, but those are being circulated by Rubio’s agents, and it is more likely that no final decision has been made.
Trump’s Reluctance and the Failed Obama‑Era Deal
Meanwhile, sources close to the White House say that Trump remains reluctant to deploy military assets for a strike on Cuba, although Rubio wants to make sure that such a strike remains on the table. Trump would prefer some negotiated settlement that would have the communists cede power to a “freely elected” government, with the U.S. and others supervising such elections.
Ironically, the Castros, Fidel and his brother Raul, had agreed to the framework of such a deal, with the U.S. removing all sanctions on Cuba and Cuba agreeing to pay a fraction of the value of seized American assets and property back to its owners, with the old Lansky mafia cartel excluded from such payments. But irate “anti‑communists” in the Congress killed such a deal during the Obama Administration, with the leader of the Congressional opposition Sen. Marco Rubio (R‑Fla).
Russian Treaty Obligations and Rising Military Concerns
The White House sources say that Rubio’s obsession may lead to another problem. The Russians have indicated that they might honor all existing treaties with Cuba, including ones dating back to the Soviet Union. Those treaties offered Cuba Russian protection should the U.S. attack. Some sentient people in the U.S. military are concerned that Russia might agree to ramp up oil shipments to Cuba, if asked; what if they choose to accompany their tankers with Russian naval vessels and submarines? When questioned about that possibility, Rubio is reported to have answered that they just won’t dare do that.
“Rubio’s obsession feeds his delusions,” said a source. And the executive order, which has the penmanship of Rubio all over it, suffers from his various delusions. It portrays Cuba as an adversary of U.S. interests, peddling communist subversion in the hemisphere. As one source commented, the only thing that Cuba has done of late is offer the help of its world‑finest medical system and technology and doctors to help combat disease, including Covid‑19. Despite its poverty created by the sanctions, less than 100 people died from Covid in Cuba during the pandemic, because of its superior medical system.
Excerpts from Executive Order 29
Here are some excerpts from the Executive Order of the ravings of an obsessed anti‑communist, who along with Deputy White House Chief of Staff Stephen Miller, has put these silly words in the mouth of an American President:
“I find that the policies, practices, and actions of the Government of Cuba constitute an unusual and extraordinary threat, which has its source in whole or substantial part outside the United States, to the national security and foreign policy of the United States.
“The Government of Cuba has taken extraordinary actions that harm and threaten the United States. The regime aligns itself with—and provides support for—numerous hostile countries, transnational terrorist groups, and malign actors adverse to the United States, including the Government of the Russian Federation (Russia), the People’s Republic of China (P.R.C.), the Government of Iran, Hamas, and Hezbollah….
“The Cuban communist regime supports terrorism and destabilizes the region through migration and violence…. The Cuban regime continues to spread its communist ideas, policies, and practices around the Western Hemisphere, threatening the foreign policy of the United States….
“I find that the policies, practices, and actions of the Government of Cuba directly threaten the safety, national security, and foreign policy of the United States.”
